Selling pre 65 coins on eBay

A friend of mine sent me an email asking me if I knew why ebay requires only sellers with a business license are able to sell coins on eBay. I told them to list them as uncertified and title them as junk silver. He said still no go and it seems there was no other way around it. Anyone know what he's talking about.?

No, I’ve sold coins in bulk and individual coins there. He must have something checked that shouldn’t be or....but you don’t have to “be a dealer” or have a “business license”.
