Shoe Buckle?

Is this a shoe buckle? How old do you think it is? It seems to be gold plated. I may have to use some aluminum jelly on it.

I could be wrong but I think what you have is a sash buckle.

Makes sense, I didn't think it was a buckle because of the way the center support mounts.
