Yes, that's definitley plated. The English Silver Manufacturing Corporation was in business from c1950-1990 in Boston, Massachusetts and Brooklyn, New York. I believe your particular mark is pre-1970. They were an importer and manufacturer of silverplated pieces.
The inscribed '760' will likely be a workshop mark, unrelated to the plate quality.
