Its most likely silver plate if its not marked sterling or coin.I believe A1 meant silver plate.

It looks A1 to me. A nice silver plated item. I doubt it would be aluminum due to the detailing. Plus it would be as light as a feather. If you we're to place in a silver dip solution, all the tarnishing would disappear without devaluing the item.

Yes, A1 indicates silver plated, a mark used by many manufacturers, maybe most prevalently Rogers? But, anyway it was supposed to indicate an elevated amount of silver plating, but this was only minimal in difference above the norm of the day.
