Found this in a park in northern California.
The inscription says "FACTA NON VERBA," which translates to "Deeds, not words," a common motto for many different organizations.
Someone suggested it was used for women's suffrage. There are initials on scrolls: Left L K; right A C.
Not sure if it's read across L to R or up and down.
Image shows four yellow roses, an antlered deer head, a shovel, and a sewing machine.
There are scroll symbols between the roses too.
