It does seem like rust altough it seems like the coin is actually silver. I would assume that the counterfeits would use some other (cheaper) metal?...
 

It is a cheap Chinese counterfeit. The counterfeiters have gotten cavalier and started making fantasy pieces - coins that never existed. If you have a Red Book all you have to do is look up Trade Dollars and find that they were minted beginning in 1873. So if you are offered a Trade Dollar dated 1796 you know it has to be a fake.
