Sorry, I think this is just someone's dipping toy, probably mercury. All state quarter proofs (both clad and 90% silver) were produced at the San Fransisco mint (S mint mark). Circulation strikes were done at Philly and Denver. There would be no silver quarter blanks at the Philly mint to allow this error.

Thanks for your reply.. told my wife the samething that it was impossible but this looks silver to me....
 

A friend of mine had one just like this. They are manufactured by dunking a regular quarter into a plating solution, usually something called "electroless nickel." They usually end up in circulation after being spent.
