Sluice in the Mother Load

My fellow miner brothers: I have been watching several youtube posts where the miner is using a sluice box on the North Yuba River, the Bear River, the Middle Fork of the American and other rivers in the Mother Load of California today. Is it legal to run a sluice in these rivers? Thanks JOHN

The first question to ask is , Is there any unclaimed land on those rivers I can play in without committing mineral trespass and theft.
