Good instincts!, that tray is made by E.G. Webster and Son....out of New York/Brooklyn...sold to International Silver Co. in about 1928. I just made the mistake of buying one recently. lol
 

Yes I finally found the mark and it is plated silver
 

That lion rampant looks like it came out of a loony tunes cartoon. I would have left it too.
