small horse shoe?

I found this today in my yard where I've found a lot of early 1900s and some 1800s coins. Is this a mini horse shoe? Seems to be made of copper or brass. Any ideas? I'm not familiar with horse shoes but it looks kinda like one to me.

Looks like a heel plate to me. Can't help you with age but I'm sure someone will.

I searched Google and found something similiar (maybe) on EBay: Relic Soldier's Brass Heel Plate . Now, still not sure it is a heel plate though...

Definitely similar but not the same. It just seems strange to me that a heel plate would have that piece jutting out in the middle. Who knows. Hopefully someone on here has seen something like it. Thanks for the input.
