Found in a location of our town, next to our civil war monument. Much stonework surrounds....masonry?

As small as it is, I am guessing it is a cross-peen riveting hammer. (aka: Tinners Hammer)

The head could benefit many different crafts, but the back looks like a chipping hammer. I’d guess for fine finish work on masonry or forging. Smaller forged items were often worked with smaller hammers.
