Looks Iron Age, I would say 100BC. But not sure exactly what it is.

can you show us a photo of the top part of the hook? I'm curious if there's a hole on the top or if it's solid or if it looks like it's broken off of a bigger whatsit. I agree, it does look very early. I really need to read up on the history of Latvia and Estonia because I have no idea who was there before the Latvians and Estonians
