Some kind of lead seal?

Found close to old railroad tracks, this item is about 3/4 inch in diameter and is lead. Any ideas what it is and what the markings stand for?

Thanks Breezie. YES, that is just like the one I found. Mine says A 280 5 on one side and I.& G.N. on the other side. Ideas?

Sorry it took me so long to respond, but I can't hardly stand this new software on TNet, and every time I visit, I think it's going to be better, but I'm still not use to it.

IGN was the RR that first came to Calvert, from Galveston. In Colleg station there is a Road called IGN that was once the RR bed. I have a few of those i found in the store digs
