I like it what ever it is. Looks like it was designed for high production of something. I'll go with a wall plaster mixer on a wild guess.

Cider Mills look like that, except the bucket is underneath. That's a really nice tool whatever it's used for. The new mills cost around 1500 $.
Ask your brother if it has a place for a hopper.

That is a real good thought as our Grandparents were Swiss /German ancestry kraut makes sense.No pun intended.

The only other info he has given me is it chops.He has gone back to where he is staying and will get me more info tomorrow with other pics looking down and from other side and any patent#'s or company names.

Mine too. Swiss. I've cut a bunch of cabbage with a "mandolin" to make kraut. I would have loved to try your kraut cutter. (Don't have to worry about your fingers with yours!)
