This was found in a 1920s-30s dump. And the dump is also feet away from an abandoned still. Does anyone have any idea what it is?Its metal, wood, and fabric cord with metal pieces at the end.

I agree. The OP's even has the band where the thumb button/clip attached to the iron/rod.
