Some type of cutter?

Ant ideas? It says VANCO on one side and TRU CUT on the other. I'm posting for my brother and don't have dimensions.

Accuracy was not its main purpose, as I see it does not have any front or back gauge system. It looks to cut about 12”. At first I thought either a leather cutter or something for bookbindery. But as I looked at I think it could be a tobacco leaf cutter, not the kind for cutting ‘plugs’ but to cut the whole leave.
