Could be an old GE fuse link from a cutout.

Here take another look, it looks like a push pull type plunger switch linkage and knob, it does have a single strand wire protruding out of the end (seems like it could be a fusible resistant rated wire) and the knob is soldered onto the shank. It also looks like I see wear on the ramps on the shaft as if it was pushed or pulled in and out:
