Could be a brooch, but without seeing the reverse, I'm not sure. The Spirit of St. Louis and cut glass were popular in the late 1920s into the 1930s.

There are 2 places on the back where it appears that it broke off of another piece. I was also thinking broach. Thanks for your imput .
