It is indeed the 1867 silverplate pattern known as "Medallion", but not necessarily from Hall, Elton & Co.

The same pattern was also produced by: L. Boardman & Son; Ives Mfg. Co.; J. James & Son; Lucius Hart Mfg. Co.; R. Strickland & Co; and Simpson, Hall, Miller & Co. (introduced in 1878).
