Sports Medallian maybe?

Found this thing on a soccer field in Liberal, KS. ?It appears to be solid silver but I don't know. ?It says Milan, Italy on one side and USA Sport Classic on the other. ?It appears it was meant to spin on an axle of some type. ?Sorry for the pics, I will try to take some better ones.

I think you’ll find it’s from a reversible belt buckle… like this one:
