Does anyone have any idea what this might be? It is steel and is welded. It had a handle at one time on the top but it has been broken off. No hinges. It was found in a creek not far from a highway.

Um... let me ask the obvious ...
Why have you not opened it?

The little protruding part has a "slot" in it and this looks like it has been hit with a hammer and then cut with a torch. I have looked inside. It is empty. Whatever was in it was previously removed. Lol

Not a storage box. Looks like cement on it. Maybe road or bridge repair/construction item? :dontknow:

IM sticking with some kind of a float, like your toilet tank float
Its a sealed tank of air !
A vessel that floats on the surface of liquid, attached to a on off shut off control device
What other purpose would you have for a sealed tank full of air?
imo

I think you may be right bb. Looking more closely the welds look very crude and homemade. Could be a float or some type of homemade piggy bank like someone stated earlier in this post. Thanks to all for the ideas!
