Strange Button? What is it?

My parents found this strange item on the beach in Port Townsend WA several years ago. It appears to be some kind of a button or pin. The design on the front is very bizarre and I have no clue as to what it represents. The clasp on the back is very primitive looking. It is some sort of metal, but a magnet does not stick to it. Any ideas as to what this is?

It looks like an art class project. Crudely cast brass.
