I'd start by identifying the birds and see where they originate. Looks like the end of a sword handle [pummel?]. It could also be the bracket for an oar. That would tie into the period of viking.

I think they are the 2 Ravens of Odin (Hugin and Mugin).

Forgot to say its only about 120mm high by 90mm wide. Not big enough for a oar or a reign guide.

I would love to think its a Rune Master stick terminal??

Museums are baffled as there are no recorded parrallels.

It looks like it might have been a shooting rest. It would have been attached to a wooden shaft and carried to the field, the gun barrel would have rested for a better aimed shot. That's the first thing I thought of anyway.
