penny is for size comparison, other thin piece was beside it in hole but cant see any solder marks left behind.

First thought is a stencil.
Where you found it, is there or has there been, any sort of industry, maybe leather works?

I dont see any writing on it. It could be a stencil, it was in the side yard of an old house in town. It was tri-folded and I had to straighten it out hence the two crease marks.
