It looks like a hook of some sort. Saddle hook

I do see a retaining clip but all the ones I've seen are made of brass. Someone please correct me if I'm wrong.

Just a guess but I would say some kind of horse tack or maybe a small tow hook of some kind?

No idea how old yours is, but we have some horse lunge lines with iron hooks that look like that still made today. I'm with Scrappy.
