Looks like a locker tag for putting your belongings in. Sort of like modern bus station , airport or train station locker key tags. There was a changing room with lockers at a site I junted many years ago on the chesapeake Bay that had tags like that on their keys. People would go to the beach and keep their street clothes in them while on the beach.

I have about a hundred of those tags that I found at an old underground mining site that
operated from the late 1800's to the 1930's. When a miner went down in the mine, he
would hang one on a board, so they could always tell who was down in the mine. My
friends grand dad was number 2, and I found a couple of his tags.
