Without a real close look at the lettering around the ruler (the unmistakeable Rama V Phra Maha Chulalongkorn ) the best I can say is it's 1902, 1903 or 1905. It is Thailand, but back then it was known as the Kingdom of Siam. The denomination is ½ Pai and its value is pretty good, $5-$50 depending on what year it is.
