Actually the '09 cent mintage figures are quite low also. The 2009 P & D Presidency Lincoln Cents had final mintages of: 129,600,000 (P) and 198,000,000 (D). These figures represent the lowest mintages for circulation strike cents since the 1955S cent (mintage 44,610,000). And the other 2009 cent designs have quite low mintages also:
Philadelphia Denver Total
Birthplace: 284,400,000 350,400,000 634,800,000
Formative Years: 376,000,000 363,600,000 739,600,000
Professional Life: 316,000,000 336,000,000 652,000,000
Presidency: 129,600,000 198,000,000 327,600,000

But if you look at the total figures of all designs overall at each mint or the total figures of all designs for the year at both mints combined the figures aren't as impressve. It's just the individual figures of each design that have low mintage figures. But in circulated condition I agree they still might not have much if any value over face esp. since so many collectors (including myself) have uncirculated rolls of these coins which likely adds to the scarcity of finding them in circulation. And I find many more wheat cents than I do '09's - but I'd still rather have the wheat cents anyway.
2009 certainly was a year of low mintage circulated U.S. coins.
