Token? & Button & Silver

Got out for a few hours at a new spot, found a few cool things, The Token I have done some research and can't find a thing on it, N.H.L. always comes up National Hockey League? I don't think that is what it stands for, anyone can Identify this one, not a button expert and have now idea on the age or anything but it looks cool, I also got three Wheaties and a nice Merc.
Thanks for Looking
John

The buton is a US Great Seal, used from 1902-present. To narrow it down you need to tell us what the backmark says.
