I found the token in an old city park in Cedar Rapids IA. It says

I believe tool check was a way workers checked out a tool from their employer, leaving their token behind in exchange for the tool.
Any ideas for the company or the time frame something like this would be used? I'm thinking it was from Penick and Ford, who later became Penford.
