I doubt it was a toy...but I dunno?Could have been for sugar....gunpowder?

That's possible I would think. Not sure exactly how gunpowder was loaded into muskets during the Rev War period and not sure whether it was from Civil War era necessarily either.Quite perplexing but one of my favorite little knickknacks I have on the bookshelves in the study.

I just Googled gunpowder spoons and you might be right except the "bowl" is much flatter and less spoon like,more like a shovel shape than rounded.
