Looks kinda like a lizard.
 

Wish I could help but I know nada about these things most of the time I can't see nothing but a rock until someone photoshops it in. I do see the lizard though and its really cool looking. Hope someone else can help you out on the meaning, it looks to obvious to be a natural formation.

Those holes are Indian grind holes they used to grind up corn/wheat/etc.

That's what they look like to me.
They also look like they were possibly eroded by water. Water pools can erode holes in rocks like that. I've found plenty of them.

Indian grind holes should have really smooth sides, I think these might be water eroded now that I look closer.
 

I don't know if it would make a difference in which part of the world you find a sign, as to what it would mean, but it seems to me that different cultures having different beliefs as to what was sacred would make a difference in the types of symbols they would use for treasure sign.

Not being specific about the "country" could be a disadvantage to some of the folks here who would best be able to help you. If you don't give specifics (what map you used or what city is nearby) your find should be safe. However, I personally think a geographical area would help immensely.

One question about the turtle . . . was that plaster looking stuff covering the whole turtle at one time?
