Two pieces of lead

I found these two pieces of lead today. Obviously one is a bullet. I cannot figure out what the other object is. Any thoughts?

Looks like an expanded hollow point bullet,but that,s just a guess mind you.

The mystery piece needs cleaning.
Can't tell if it has a mud blocked hole? If not looks like a homemade plug hole. (used to block up some kind of leak?)
