Two Wheaties and a ???

Decided to take advantage of some warm sunshine and hit a neighbor's house. A 47-D and a 51-D Wheat Cents and something I have no idea what the hell it is. The only marking is a 28 between the legs at the bottom. Any ideas??

Yes, it does have a dog shape in the center. I don't it was used for. My daughter thought it was for tracing the dog shape. Did it and said that was dumb. So I am still scratching my head.
