Type of band

I found about 4"in the ground yesterday between rains. I called to see if it was a waterfowl band they said it was not.
Can anyone tell what it might be a band for? Stamped P-239

Looks like a bird band to me. I don't know much about them, but I do know you can buy and have them printed with whatever you want.
