✅ SOLVED Unknown copper tag

I found this tag today metal detecting a park. I don't have a clue what it is. At the top is 1936 and the outer edge of the circle are the numbers 1-60. The circle also has the letters R.O.A. in the 9, 12, and 3 o'clock positions. I can also barely make our a star and an arrow (or key) in the 6 o'clock position. Any insight will be helpful.

I think i may have solved this. I believe its a 1936 radio orphan annie decoder, in really poor condition. Can anyone confirm this?
