Unopened Proof Sets

So what is the deal with these all over ebay? I mean there are literally hundreds of unopened envelopes from the mid 1900's that are going really cheap. I mean I get get a 1963 Proof Set unopened for under $20, possibly get a rare coin worth alot of $$$

Has anyone dealt in any of this or do you think it's some kind of scam? I couldn't imagine having unopened proof sets and just selling them for $15 if hundreds of dollars could be inside! Unless I used a xray to see inside the envelope....hmmm....

A 1963 proof is valued at about $16. Some sets from the 70's can go for as little as $6!!
Certain oddity sets can go for big bucks!! Be informed and You might get a great
buy or get taken.
