Possibly from a set of apostle spoons. The winged lion is the symbol of St. Mark, and of the city of Venice, Italy.

The lion is gold colored and has one paw raised. It looks like there is a halo around his head too.

Look in the 'bowl' of the spoon along the top ridge for the makers mark.
 

The image on the bowl looks a lot like that on many ancient Byzantine coins (ca. 900 A.D.). I've personally cleaned many of these shortly after they were found.
 

at first i though it was a Native american spoon...maybe some relation?
