It appears to be a hand press for crimping lead seals of the type used by railroads and utility companies, embossing the seal at the same time as securing it.

Some kind of seal/embosser. Squeeze the [replaceable] jaws on a soft lead fishing sinker or similar and see what the seal is. Looks small for railroad. I was thinking electric or gas meter.

Yep I agree its used for lead seals - When I was a young lad growing up in a country store we used to use a similar tool to crimp the lead seals used to secure the mail bags.
