Yes, and also used on denim chore clothes up through 1940.

Jewelerguy and Nhbenz are correct. More specifically, it is the size made for use as the pants waist-closure button. A smaller version saying only "*U.S.A.*" was for the pants fly closure. Both versions are made of stamped zinc sheetmetal. Here's a photo showing both versions on World War One US Army uniform pants.
