✅ SOLVED US military ? Civil war / WW1 ?

Any ideas ?
Found it at an old homesite , dug a 1866 indian head penny next to it .
Appears to be made of brass and has three holes in it .

I believe that is a piece of an old padlock. They weren't military, as someone at sometime here posted an advertisement for them from many moons ago.
