V&R iron comb

Hi I have found an iron comb with V&R.
Whilst I know this is Victoria Regina I wondered why this was made and who used it??

I would Imagine the VR stands for Virtual Reality that's why it didn't show up in the Photo.

Without a picture we can't tell you what you found..........& I think there is usually a crown with the "VR" for it to be Victoria Regina.
