I typically call these 'Shield Buckles', even though they're not an actual 'shield buckle', but I put them in the same family or group. :thumbsup:
The example you found looks to take a 1.5" leather strap, so it's larger then the usual examples I find here in Ontario.

Likely horse harness related, dating to the late 19thc.

Agreed mid-19th C horse harness buckle. The clue is the off-set bar.
