Victorian Belt Buckle

Testing to see if I can figure this picture thing out. This is one of my finds and one of my wife's favorite. A victorian ladies belt buckle.

I still have run into the problem of the file size. I tried another pic. and got the pixels right, but the max file size for TN is 256 KB and my pic is 261 KB
I tried reducing the % even more, but that didn't reduce the file size.
Does anyone know what to do in this situation? I use ACDSee 5.0.
