It's amazing what cutting one little corner can do to mess up your plans. In the U.S. I think they would have been required to have a pilot car leading the way, and it would have had a pole attached to verify clearance. I bet when they get the bill from the city that guy is going to look a lot more sheepish than he does in the picture.
