Vintage Travel Powder / Pepper Shaker?

I found this in the creek the other day. It is 2” wide and 3/16” thick. The top spins and has a large hole and a shaker hole. It is complete. It is so flat it couldn’t hold much. I think it is some kind of travel shaker maybe for pepper or powder. It looks to be made of copper or brass, non magnetic. I hope the pictures help.

It may have been on a spice jar like this . It's also 2'' . Found a bunch in our barn in an old Hoosier .

It has it's own bottom. It doesn't screw on. It's not a top. It is all one piece. Thanks for the help.

I think you have a type of ladies powder compact. 1920-40's time period.
