W or M ??

Here's another small piece, probably brass. Have no clue what this is But it has what looks like either a W or M on both sides. It reads 12.31-12.36 on the CTX 3030. Any help is appreciated.

Very cool, thank you both for the info. It makes sense and is making my mind race. I recently read a short book about the history of the civil war prison camp. After they had a few prisoners try to escape at night they supposedly brought in a bunch of lamps/lanterns and hung them all around the boundary fences to keep it light enough for the guards to keep an eye on things.

Seems small for a lamp part, I'm leaning towards a cap for some small container.
