I think so as they were a drill bit manufacturer. Drill bit index or maybe even for taps. I had not idea that the bits were worth so much I have a drawer full.

Pretty sure it's for drill bits they are sold in fractional as well as alphabetic sizes

It is called a drill index, specifically a "letter drill index", the drill bits that fit in it are call letter drill bits.
