Wax Seal update

Still have not determined what the letter N I S means under the steam locomotive, but did find out that the seal works. Got some of my wife's sealing wax and tried it out. Put it together in a case, makes a nice display.
Would appreciate any help with the letters. It appears to be from 1840 to 1850. Thanks for the help and interest...Lance
