I would guess it's a stand to hold a model of the Miss Veedol

I'm guessing it is simply a paperweight. Commemorates the solo pacific flight attempt of Seiji Yoshihara in 1931 - which failed.

I don't know what it says but the characters on the relic match the underlined ones on the post card.
